Intergovernmental Agreement Between Douglas County and the Tri-County Health Department (TCHD) Regarding Coronavirus Aid, Relief, and Economic Security (CARES) Act Funding Contribution to TCHD for Community Testing, Case Investigation/Contact Tracing and Enhanced Data for Decision Making.

Summary

On 5/15/20, TCHD submitted an action plan and budget request to Douglas, Arapahoe and Adams Counties for Community Testing and Contract Tracing. TCHD’s request of Douglas County is up to $1,937,696 for these services based on reimbursement for actual expenses. 97.5% of the funding will go for staffing costs primarily related to Community Testing and Case Investigation/Contact Tracing.

The proposal has three objectives and is attached as the Scope of Services to the IGA: 

1)  Expand testing in the three TCHD district counties to nationally recommended targets.

2)  Deploy an expanded workforce for case investigation and contact tracing.

3) Create expanded capacity to collect and analyze data to inform decision making.

The funding for this Scope of Services is from the CARES Act funding pursuant to the Governor’s Executive Order D 2020 070 that provides CARES Act funding for units of local government that did not receive a direct distribution of funds from the federal government. On 6/23/20, Douglas County requested to opt-in to a distribution of DOLA (Department of Local Affairs) managed CARES Act funding including submitting a distribution formula that included $6,024,897 for countywide testing and contact tracing. The up to $1,937,696 for TCHD through this IGA will come from that amount. The funding for the Scope of Services in this IGA is contingent upon receipt of the CARES Act funds through DOLA.
